a look at the clouds outside right now. it's cool and gray and it is a little bit mild for us and cool, chilly temperatures and 40s and 50s in the forecast. the next couple of hours just around 9:00, 10:00 the clouds pull back along the coast, we are left with sunnier skies along the inland areas today but some gusty conditions too. wind speeds up to 20, 25 miles per hour along the coast stream stretching inland too. about 30 to 35-mile-per-hour winds at 3:00 anywhere from the bay stretching down along the highway that makes its way into the golden gate bridge. down into san francisco too. winds are going to stay breezy as we head in the evening hours tonight but before we get there let's take a look at the daytime highs today. this afternoon, a lot cooler than yesterday. significantly cooler off in the east bay too. i mean, today we have 70s near napa and we have 80s off near concord and 80s into antioch and just two days ago we were close to the triple digits so over a ten degree difference within the matter of two days and we're continuing to cool down too as we head into the next couple of days. gearing up for a beautiful, but cool

weekend ahead of us. 70s and 80s today down into the santa clara valley. you just drive a little bit more north along 101, we're also sitting in the 70s today near redwood city. we'll have more on your forecast as we wrap up this week and head into a beautiful weekend. these clouds right now, gianna, are kind of reminding me of the ice cream that would go in the coffee which i feel like you need to try. >> it might land a little differently mixed with coffee. which coffee is one of my favorite things jess. you know what? i'm going to try it. today it's happening. starbucks see you later. let's talk about how you are seeing some delays this morning if you are getting up early heading out the door and heading towards b.a.r.t.. they've got some issues red line service today between millbrae and richmond. it is completely canceled and reportingn't 20 minute delays in the berryessa and san francisco international airport and millbrae directions. millbrae passengers from richmond you may take the orange berryessa train and you

will have to transfer at macarthur. take a yellow antioch train and transfer to a richmond train. that's a lot of information. check that schedule before you head out the door. but we are dealing with those delays for b.a.r.t. this morning. so you might see some unexpected busy conditions as you head to some of those stations. by the way, speaking of busy, in an area where people would likely forever over to the red line or use the red line, two lanes are blocked westbound 80 at san pablo dam road because of a crash with injuries and it's back all the way into hercules. a busy start to your wednesday morning. what is happening in the back rooms of oakland? this morning another development in the wake of last week's fbi raid on the home of mayor sheng thao. here's the headlinement over the last two days following a fiery speech declaring her innocence. now the man hired to communicate for her she lost. he's out.

francis zamora calling it quits without offering any reason. those of you waking up in oakland know this happens as you are city at the same time faces a lot of problems including $177 million budget deficit. our lauren toms spoke to you the oakland voter about sheng thao's troubles and a new proposal to slash millions of dollars from the police and fire department budgets. >> i'm disappointed in everything that's happening. >> reporter: john feels different about oakland mayor sheng thao these days. he tells us he supported thao when she ran for mayor and been in oakland most of his life and has experienced home lessness and that's exactly what drew him to her candidacy. >> she -- based her campaign a little bit on being homeless and she was unhoused for a little while and she had lived in her car and stuff with her kid. and i feel like she made some promises to the unhoused community that she didn't stick by. >> reporter: but 18 months later, john says the mayor

isn't focusing on the issues he hoped she would. >> just makes me feel -- well, sad in a sense because i know that in her time now is -- spread really thinly. so that means she's not going to be able to have time to you know, address the issues like homelessness and the things that we need and would like to see happen in oakland. but that's not her number one priority right now. >> reporter: the fbi raids at the mayor's home came just a day after a mass shooting in the city. late wednesday, 14 people were shot at lake merritt. and an issue other oaklanders are worried ant. thomas tells us she's been a victim of violence in oakland herself and in her view the mayor's response was too little, too late. >> it's very disheartening and it took four days to get a response. i'm tired of seeing crimes and tired of seeing people get shot. i had a gun put to my head before you know, when i was going through the drive-thru at popeyes and someone tried to rob me there. >> reporter: thomas is running for a city council seat in east

oakland on a platform the city needs to boost police staffing. >> we need to enforce law and order. that's what we need. because this is ridiculous. no one is safe out here. to cut police budgets and any kind of way, is -- just -- it's not right. >> reporter: but for john, he's stuck between wanting the best for his city and hoping the best for the mayor. but he says he's tired of being let down. >> we want everybody just to be able to live comfortably and oakland and get the resources and needs met. >> all right. we asked a political strategy and public affairs expert jim ross who he makes of this and he says the public is looking at this fbi investigation really under a microscope. because of all the other events that oakland is facing when thao first took office. we're talking about the i. t. hacking denial the deficits and stadium negotiations and loss of the a's and crime issues and more. listen. >> if this was a -- any normal course of events this would be

a one day, two day story. but because of i think the challenges that oakland has faced over the last year and a half, and the fact that there's a recall election in november, this one event becomes much more significant. >> so the city council will vote on those budget cuts today and friday and we will be there. but this is a community conversation. we want to know what you think. what should happen to fix oakland? should the mayor step down? sound off on social media and use the #kpix. and that's because we want to include you in the community conversation. stay tuned. what is the fix? by the way the scandal changes by the minute. you can find us on air and online and streaming on the free cbs news app. g? well, reed, another problem that oakland and other cities across the bay area have been dealing with are side shows. we've seen a lot of them lately. especially and they take over the streets. they're loud and very dangerous. but one city is taking action to keep the community safe. yesterday, antioch city council

members unanimously approved a side show ordinance. it would prohibit organizing advertising and spectating at side shows. anyone who violates the ordinance could face a $1,000 fine and sick months in jail or both. this is the fourth time the issue has been before the council. >> that has been the most effective tool we have as a city to stop side shows when we're proactive with law enforcement and finding those who are organizing these and dismantling them there. that's what we've been most effective. >> this is aniongoing problem. the council considered two versions of the ordinance. one targeting all involved parties and another focusing solely on organizers. they chose the latter aiming at organizers and advertisers andtech spectators. when you call 911, needing fast help, you depend on thephone lines to work but in pinole. san pablo and hercules, there's problem with that. police say thieves stealing

copper from phone line wires is putting everybody at risk. in fact, lines cut at least twice say police. look at these photos. most recent just four days ago. forcing calls to have to bererouted to sheriff's department and two in pinole were arrested by police just caught red-handed but the impacts are also expensive to you aside from public safety. the taxpayer. we'll keep following this. bull look at this. wildfire season in san jose. police say they have caught and cuffed the guy who's been accused of setting multiple brush fires. police put out three of them along east taylor and 23rd streets and that's just before noon yesterday. police credit a citizen who reported seeing the guy starting the fire so they can have a fast response. well, californians feel the burn from high gastritises and energy bills, u.s. secretary of energy jennifer granholm will be in the bay area today. her plan here is to be a part of upgrading a berkeley church to showcase the biden

administration's work to promote clean energy solutions to lower bills. well, this morning, a big story. wikileaks founder julian assange is a free man and all it took was a guilty plea to conspiracy under our country's espionage act. there he is embracing his family. still assange argues a conviction under that act stifles free speech and journalistic discovery of government agencies. you remember assange spent 62 months behind bars in london he says he plans to resume his life in his native australia. 6:11 is the time. san francisco opening a new shop and many of them as part of its vacant to vibrant program. we're going to highlight an ice cream shop bringing sweetness and hopes for a bay area bounce-back. and nearly a week after a mass shooting in oakland, a community group is stepping up

businesses in the bay area. >> reporter: not for the ones that are a part of this program. right? they're really excited about. there's 20 so far that are all around downtown. and if you take look at the locations, one of them like we're going to highlight is near salesforce tower so it's a great way to get access to those people who are out and about. this particular one that we're talking about is called cool fi creamery and it is taking that combination of those flavors from india but then packaging it in that classic american dessert of ice cream and we think they have quite the success already as they get started. she is giving the bay area a scoop of her culture with each cup and cone she sells at cool fi creamery. >> my nostalgic flavor that brings me joy is all the days i walk with friends and family to have it in bombay. my hometown. >> reporter: its opening week at her new location in downtown san francisco thanks to the program. after expanding the business to her original store

in san leandro, she still dreamed of a chance to work in san francisco again. with this business. >> even though it was a deep-seated vision i never talked about it. >> reporter: the cost and the permitting process kept her from taking that step. until this opportunity offered three months of free rent and help to get all the proper permits. grants also cover some of the costs to open a new store. so now she hopes to build community here like she did when she used to work in the city and with her store in the east bay. >> in the afternoons after work, you know, happy hour, we'd go out with my colleagues and that's how i came to know them. not just as co-workers. but you know, as people. >> reporter: she moved to the u.s. from india back in 2001 to get a degree. she worked as a traffic engineer and project manager in san francisco before starting her own business in 2018. and an accident forced her to stay at home and think about what else she could be doing. and she chose to start a business with food. cool fi is an indian dessert like ice

cream. but she explains it's more of a milk popsicle. frozen but not churned. >> that needs to be decadent, rich, you know, high quality coffee and i saw that that market had not been tapped and it was missing. >> reporter: she loved the flavors of it so she learned how to make it on her own from scratch. and decided to create her own version more like the ice cream people enjoy here in the u.s. a fusion of her past and present. so far, she says the reception from the neighborhood has already been so welcoming. >> we're very excited the last few months, there have been a lot of businesses that have opened. we want you to be here and we want you to thrive. >> reporter: a chance to provide a product with your own personality has her excited about the future in the city. offering up something new to the neighborhood, mixed in with some nostalgia for her. all in one sweet treat. so she there is the co-owner along with her wife but she has the best

title. she is the chief ice cream engineer. hearkens back to her time working in traffic and having what she would say is a boring desk job. an example of a business that has the first three months covered by the city. then you can see how it goes and try to negotiate a lease beyond that. she's just in the first weeks so we'll have to see how it goes for her. last year, there were nine that launched last year, seven decided to sign along term lease. proof that it's working. >> really good. that's a very good ratio as far as -- yes. seven out of nine is really good. that looks delicious. >> someone might actually want ice cream. >> i might change my tune on ice cream after seeing that story. >> on ramp for new businesses and on ramp in the gateway for you to start ice cream. in looks so good. the coffee. >> best in the world today. we can accomplish much through ice cream. put rose petals on ice cream. come on. all right, let's -- take a look outside right now. >> yes. it is a wednesday

live look over the bay bridge from the rooftop cam. talk more about what's going on for us. yes a cool and cloudy start and also sitting in the 50s right now just along the coastline. we have some 60s down in the santa clara valley at this point. wind are going to get gustier this afternoon. right now wind speeds anywhere up to around 20 miles per hour along the coast. into the afternoon hours, now we're talking about 30-mile-per-hour winds. so a lot breezier compared to yesterday. that's just along the shoreline and inland areas, we're maxing off close to around 20-mile-per-hour winds just around dinner time tonight. so let's match that with what we can expect for our daytime highs. we now know it's a little bit cloudy to start the day. we'll see some sunshine into the inland areas into this afternoon. that cloud layer really dissipates and then we're left with 80s off in the east bay today. beautiful weather to be out there and get some fresh air and we have 60s -- we have 70s near redwood city. we have 60s too just along the peninsula. it's beautiful weather along the peninsula today minus the fact that we have some gusty conditions. at least this is dry. yesterday we had the light

showers in the bay area and some lightning activity with it too. a lot more clear for us today and down into the santa clara valley, well, we're topping off today in the 70s and 80s. let's dive into what we can expect as we head into the next seven days. starting off with our inland areas. for now, we're holding only tight to the 80s and we have 90s returning into the forecast into this weekend and triple digits around the corner into early next week. a huge area of high pressure is going to build its way in and that warms us up not only in our inland areas, but for our friends along the bay too with upper 80s in the forecast as early as next tuesday. we'll have more on that in a bit. for now over to you, g. all right, thank you. let's talk about the roadways and public transit this morning. there's a lot going on, first off we are showing you a live look here at the b.a.r.t. macarthur station. b.a.r.t. has some delays this morning. bit of an issue red line service has been canceled between millbrae and richmond. so if you are a millbrae passenger, you can take the shuttle train between sfo and millbrae. you will be able to transfer over towards the yellow line and if you are a millbrae rider from richmond, take the orange berryessa train and transfer at this station

right here. reporting 20 minute delays in the berryessa direction. san francisco sfo direction. and millbrae direction. this is due to track maintenance. so keep that in mind. adding to that a.c.e. train 1 is delayed about 20 minutes between pleasanton station and the fremont am tracks

this morning, we are highlighting bridge builders in the east bay who are helping elementary kids improve their reading skills. this initiative is courtesy of players from the cal football team on sunday they spoke to young students at memorial stadium about the team's annual reading challenge. tight ends jack enedlis and ben marshall put in the work by speaking to the group of kids from the literacy program right on sports. listen to the players explain how important this program is to them. >> some people think you can learn stuff on instagram and tiktok. i don't think you really can. you see something and forget it. ill like reading like just things that will actually help me and like my mental. >> always like the sports books so i feel like if they find something they really enjoy and can find that love in a book, then they can realliic -- put down the phone and pick up the book and start reading more. >> i say raise your hand if you like money. of course everyone raises their hand. but you know everyone raisings their hand

visibility not that bad. unlike some other areas closer to the -- you know, valleys up into napa and sonoma as well as just along the coastline where visibility is a little bit worse with the thick marine layer. we have the futurecast showing clouds along the coast into th10:00 hour. besides ha heading into the evening hours tonight we have some gusty conditions and we do this morning alone. i mean 20, 25-mile-per-hour wind gusts just into 10:00 hour and areas like concord and fairfield stretching all the wail back along to coast into bodega bay and san francisco. it gets breezier closer to the coastline into the 3:00 hour with about 30-mile-per-hour wind gusts at that point. close to around 40-mile-per-hour winds up near bodega bay just around dinner time. so let's take it a step back and start off with what's happening for us this afternoon. daytime highs today, 60s in the forecast for us across the bay bridge other into oakland and right back over into san francisco. we have 70s up in the north bay today. near wine country. we have 80s off in the

east bay which is a lot cooler compared to just two days ago when we all know we were dealing with upper 90s in the forecast. coming out of the weekend. here we go down into the santa clara valley now, 70s today near san jose. 80s near los gatos and just up into the foothills and we're holding on tight to 70s near redwood city into this afternoon. it's cool and it's cloudy for us today along the coast near half-moon bay. we have some big changes as we head into this weekend's forecast and i'll have more on that coming up in your first alert weather. for now, g, how are the roads looking? we are going to start off with public transit this morning. on any of the transit lines like b.a.r.t. this morning, just a heads-up. i'm going to -- b.a.r.t. is delayed about 20 minutes if you are headed between the millbrae and richmond directions there. this is due to track work happening no red line service, this is between macarthur and 19th street in oakland. expect a 20 minute delay in the berryessa sfo millbrae and also through downtown oakland. you have got some options and some transfers. and again 15 to 20 minute delaysfuls at the

oakland airport connector. keep that in mind. a.c.e. rail number 1 dealing with delays also this morning. skipping that and going to use the roadways just keep that in mind, westbound 80 still recovering from the earlier crash at san pablo dam road and all lanes are open but the backup is all the way to highway 4 this morning. the bay bridge, the metering lights are on. so a bit of a busy start to your wednesday morning commute. reed? all right, we've got an update to a developing story out of alameda county. this morning, the alameda county da wants anybody out there who might be listening to me who has information about a mass shooting at a juneteenth celebration in oakland to please come forward. now police say that 14 people were shot and a person thought to be a 15th victim was shot at another location but now it's down to 14. days after the violence, da price says her office hasn't filed any charges and is still reviewing the evidence. so police say about 20 atvs and a dirt bike started an illegal

side show where the gunfight break out. price needs video accounts or witnesses so she can consider charges. you know, you hear about gun violence in every newscast every day of the year here and else in in the country. and this affects families. and the man who's in charge of our nation's health is aware of it. he says it's a public health crisis. that's what u.s. surgeon general vivek murthy tells the nation. our jose martinez spoke with an organization in oakland working for solutions amidst the sorrow. >> reporter: lauren greenberg has dedicated her career to fighting gun violence as the director of development and communications for youth and life in oakland. >> we're working on it. we're healing people. we're preventing violence and we're saving hundreds or thousands of lives every year. >> reporter: this mission feels even more urgent today. almost a week after a violent outbreak during juneteenth celebrations

in oakland. according to oakland pd, 14 people were shot one person suffered an injury not related to a gunshot, and several officers were assaulted after a side show broke out into fights and then gunfire during the juneteenth celebration in the 400 block of grand avenue last wednesday. >> we were sad and we're upset. this is our city. juneteenth is an importance holiday. this should be a time of junelation and it was a time where people were scattering. we do what we do in any situation. there were some of our folks from some of the violence interruptors out just like being part of the celebration that were trying to calm tensions down. >> reporter: but lauren tells me the only way to stop this gun violence epidemic is through prevention. it's what they're doing with programs like ease on target. >> the violence prevention curriculum is -- is youth created and youth led. and in it, there are different modules around how to prevent violence. how to de-escalate conflict. so

-- that includes communication skills and includes some emotional intelligence skills and some like cognitive social learning. >> reporter: this push for greater awareness and action comes as the u.s. surgeon general declares gun violence a public health crisis. >> my hope is that if we understand this as a kids' issue, that we will raise it on the priority list that we will see it not as a political issue, but as a public health issue that should concern all of us. >> reporter: for lauren and her team, this declaration underscores the importance of their work and the need for continued community support. >> whether it's taking our high school students and exposing them to what opportunities might lay beyond what they had imagined for themselves or it's going to the hospital bedside of a gunshot wound survivor and saying hey, i'm going to figure out how to get you out of this. how you get to you a place of ekely lick rum. where you can be embraced and whole. up north, fire crews are

battling another fire. the apache fire is forcing evacuations in butte county and one person is hurt and two buildings were destroyed. this is the largest fire sparked during monday's lightning storms. the apache fire has burned 691 acres and now 47% contained. it's burning south of oroville near apache hill road and crestmont drive. over a dozen inmates at the san francisco -- three dozen inmates at the san francisco county jail are in isolation due to covid-19 outbreak. the sheriff's department confirmed 42 cases with county jail number three in san bruno seeing the highest numbers. according to authorities, 3% of the county jail population tested positive for the virus on tuesday. immediate steps were taken last week to test and isolate infected individuals with ongoing testing for high risk inmates. well, governor gavin newsom striking a partisan tone in his annual state of the state address. instead of a live speech to the legislature, he posted a prerecorded message

online. defending the state against quote, conservatives and california bashers. >> they want to impeach the very things that have made us very successful as a tactic to turn america towards a darker future. they do so in the name of quote unquote liberty and freedom. they want to roll back at the same time social and racial justice and economic justice and clean air and clean water. and basic fundamental fairness. >> the governor addressed some of the national debates on abortion, fentanyl and the mexico border while highlighting california's progress in reducing crime and aiding the homeless through care courts. following the video's release, state republican leaders held a press conference of their own. >> what we saw today was not a state of the state. it's someone who is very defensive about his record and it's someone who has no record to defend. and would rather talk about anything else other than that the daily pressures that californians feel. >> well, we also learned that the newsom family is moving

surprising tour cancellations, freelance journalist zach shonefold believes the postpandemic touring bubble has burst. >> people were really eager to get back to seeing live music. and as a result of that prices went -- for everything went up. >> reporter: that rise in ticket prices could be one factor keeping audiences away. and it's not just concerts. a recent survey by kpmg found more consumers plan to spend less this summer on things like restaurants, travel, and entertainment. john rosen adjunction professor of economics at the university of new haven says it could be the end of what economists called revenge spending. >> by 2023, everybody was pretty comfortable it was over and everybody had pent up spending and they spent it. >> reporter: while big name artists like beyonce and taylor swift have had successful world tours, less popular artists aren't finding the same level of demand. hearses it's on the artist and their teams now to

sitting in the 50s or low 60s. where we see that split somewhere some clouds and some sunshine it's off just from our mount diablo cam overlooking the east bay of the carquinez strait. that's covering the bay shoreline and continue to see that in the next couple of hours. the marine layer slowly pulls back along the coast and we'll see cloudier skies near half-moon bay and pacifica and san francisco and sunnier conditions in the 2:00 hour in the east bay. now other than that, reed mentioned it too. windy conditions expected as we head into this afternoon. by about ten degrees gustier than where we were at just yesterday as we head in the afternoon hours. so this is what it's looking like by 10:00 and by 3:00. about 30-mile-per-hour wind gusts just along the shoreline. about 20-mile-per-hour winds in our inland areas. it's staying consistent as we head in the overnight hours tonight and match that with some cool and cloudy conditions along the coast. only 60s today near san francisco and 60s into oakland across the bay bridge. ten degrees cooler where we were

just two days ago in antioch and livermore with 80s in sight through the east bay. wine country this afternoon in the 70s and speaking of 70s, we have more of the same anywhere from fremont down into the santa clara valley near san jose. and right back up along 101 into redwood city. take a look @ next seven days. we have a big, big warm-up off in the next 7 day forecast. today, daytime highs are mostly sitting in the 80s off in the east bay. we warm up into the 90s by friday. we flirt back and forth with 80s and 90s into this weekend's forecast. by next monday, high pressure moves in and that's going to warm us up into the triple digits off in the east bay. areas like the bay shoreline closer to oakland, for example, well, we're going to see that warm-up too. but it's a little bit more gradual. 60s turning into 70s by this weekend. 70s turning into 80s by next week. and with a lot of sunshine in the forecast the. so sunny skies and warmer temperatures off in the distance and we'll update you on that forecast. g? you know the roads are busy but it's really public transit we are watching this morning. we've got some b.a.r.t. delays and look how crowded it's getting here. a live look at

the b.a.r.t. station this morning. lot of people there looking at their phones and maybe checking on that b.a.r.t. schedule. no red line service available for now. we'll let you know when that's back up and running. this is due to emergency track work between macarthur and 19th street in oakland. so you can expect about a 20 minute delay in the berryessa and sfo and millbrae directions and downtown oakland as well. trying to transfer, maybe sfo and millbrae, you will go from the yellow line millbrae riders from richmond you can take the orange berryessa line and transfer at machack think at the station right here to the yellow sfo train. just check the schedule but you might see some busier than usual trains because of that. definitely something to keep in mind this morning as you navigate public transit for back and forth as well as a.c.e. rail. some delays as well this morning. definitely keep that in mind if you are taking a.c.e.. everything else is good. no problems. we are tracking some brake lights though. we've got westbound 80 commute and really bogged down already from earlier crash.

talking of course about the hero olympians with the special olympics. so listen. if you have not watched the special olympics, you have got to do it. because the neighbors of ours show us the very best of humanity at a time we need it and g, this morning, among them gerard who's a swimmer who used to actually be terrified of the water. >> i know. can you believe it? now he's a competitor with the san francisco sea lions swim team and len ramirez introduces us to the people who helped him overcome his fear. >> reporter: when the athletes take their marks for the summer games at this year's special olympics, swimmer gerard the tavares will be one to watch. to see him glide through a workout at the pool in san francisco, you would never know that being in the water was the last thing he wanted to do as a child. >> yeah, i was a little afraid of the water because of the

sharks. >> reporter: what did they tell you? >> don't be afraid. there is no sharks. >> reporter: gerard is 25 years old and autistic. but when he was just 8, his parents signed him up with the san francisco sea lions. a special olympics swim team. his mom says his fear of the water was more like a phobia. >> when we bring him here, the first time, he was screaming. he was just scared of the water. he doesn't want to go in the water at all. so he would just piggy back at the coaches and he would be screaming. >> reporter: swim coaches greg mckenny and donna and others who are used to working with special needs kids and adults were patient with gerard. >> all the coaches are very nice. they really -- worked hard on him until he learned how to swim. and we find out that it is his passion. he really likes swimming. >> he started out as, you know, beginning swimmer. had become comfortable in the water. and

now he's an elite swimmer. >> reporter: coach greg says gerard is now one of the top special olympics swimmers in northern california. >> he will do very well at summer games and he's very versatile. he swims all four strokes. and he's -- he's limited to only entering three events. if they allowed more he would probably enter a lot more and he would probably win most of them. >> i would be to proud to get a gold medal in the summer games or second or third place. >> reporter: that would add. but the program is not just about winning. it's about taking part. coach greg who's coached special needs athletes for 22 years says the sport helps develop the whole person and is often a factor in their personal growth. >> we've seen a lot of our athletes, you know, as they gain confidence, and translates into other parts of their life too. from way do go. >> reporter: as for gerard, his
